Rivers State Civil Service Recruitment (Graduate and Experienced Positions)

Educational/Professional Qualifications
Candidates must possess a minimum of a Bachelor's Degree (B. Tech., B.Sc.) in Land Surveying from a recognized University or Institution. Candidates must also have registered with the Surveyors Registration Council of Nigeria (SURCON) as specified in the Schemes of Service for use in the Public Service of the Federation.
A minimum of 15 (fifteen) years of relevant work experience in Land Surveying for Assistant Director; 12 (Twelve) years for Chief Land Surveyor and 9 (Nine) years for Principal Land Surveyor.
Not more than 50 years of age for non-serving officers.

4. Plant Manager (Assistant Director) GL 14
The Candidate must possess a recognized University First or Higher Degree in Water Engineering, Environmental Sciences or any other related discipline.
A minimum of 15 (fifteen) years of experience in project management and procedures is required. This is with respect to the management cadre in the environmental health and/or sewage plant operations or related fields.
The candidate must have benefitted from equivalent combination of training, education and experience which provide the required knowledge and abilities.

Proven oral and written communication skills are mandatory.

5.) Programme (Operations) Manager GL 08
The candidate must be a holder of a Bachelors or Higher Degree in any of these disciplines - Human Physiology, Business Administration, Information Technology and related fields.
Experience in programme management is required and a combination of related training; education and experience in procedures is desirable.

6.) Chemical, Mechanical & Electrical Engineers GL 08
A minimum of a recognized University Bachelors Degree in these Engineering disciplines i.e. Chemical, Mechanical and Electrical Engineering, respectively, or related fields is required.
Candidate must have completed the mandatory one-year NYSC programme.
Registration with the Council for Regulation of Engineering in Nigeria (COREN) will be an advantage.
A combination of training, education and experience in Engineering procedures and practices are required.

7.) Science Laboratory Technologist (GL 08)
A Bachelors Degree or HND in Science Laboratory Technology or closely related discipline is required. Associate Membership of the Instituted of Science Laboratory Technologists of Nigeria is mandatory.

8.) Science Laboratory Technician GL 07
Candidates who should possess West African School Certificate/Snr. Secondary School Certificate must have completed a three-year training in a recognised Institution and obtained the registration of the Institutes Of Science Laboratory Technology of Nigeria for the Technician Cadre.

9.) Accountant II GL 08
Possession of a Bachelors Degree or HND in Accountancy or related discipline and evidence of training education and experience in financial and public accounting procedures and practices are required.
Associate - Membership of the Institute of Chartered Accountants of Nigeria (ICAN) is required.

10.) Administrative Officer II GL 08
A minimum of B.Sc or BA Degree in any of the disciplines of Humanities and Social Sciences.

11.) Higher Technical Officer (Mechanical Engineer) GL.08
Possession of HND in Mechanical Engineering from a recognized Institution.
A minimum of 3 years of experience in plant maintenance is required.

APPLICATION GUIDELINES FOR RECRUITMENT INTO THE NIGERIAN NAVY BASIC TRAINING SCHOOL

CANDIDATES ARE ADVISED TO READ THESE INSTRUCTIONS CAREFULLY BEFORE COMPLETING THE APPLICATION

1.
Candidates should possess any of the following educational and/Professional qualifications(see Guide to Candidates on Educational Requirements for Entry Category):
a) West African School Certificate/Senior Secondary School Certificate.
b) General Certificate of Education Ordinary Level.
c) WAEC City and Guilds or London City and Guild.
d) Ordinary National Diploma (OND).
e) Any other educational qualification equivalent to those mentioned above.
f) All candidates must produce their primary school leaving certificate.
g) Candidates are to note that entry requirement into the following categories is SSCE or equivalent: B1, B2, B3, B4, B5 C1, D1, D2, D4, D5, D6, E1, E2, E3, E4, F1, G, H. Any other additional qualifications in these categories can only serve as an added advantage for selection into the branch and not for advancement. See the guide for details.

Any candidate possessing higher educational/professional qualification, i.e. HND, BA,/BSC etc other than those stated in paragraph 1 (a-g) should not apply. Candidates are therefore warned that it is an offence to declare false education/professional qualification. This attracts outright withdrawal or dismissal.

Any certificate or qualification not declared or tendered and accepted during the recruitment exercise is not acceptable after recruitment and cannot be tendered for the purpose of change of branch or advancement while in the Naval service. Only qualifications obtained through proper service provisions are tenable after joining.

Applicants must be between the age of 18 - 21 years at the time of entry into the Training school for school certificate holders, while age 24 years of age is the acceptable limit for those with higher qualifications e.g. Nurses, NCE etc.

Applicants must be of Nigerian origin by birth.

Single qualification RN and double qualification in any relevant qualification such as RM, A&E, ENT, Psychiatric, Paediatric, Orthopaedic/Trauma, Ophthalmic, Anaesthetic, Public Health, Occupational Health, Nephrology/Dialysis all Theatre Nursing and must also possess SSCE/equivalent with 5 credits including English Language, Maths, Biology/Health Science, Physics and Chemistry.

TECHNICAL ACCOUNTS ASSISTANT
A. MAIN DUTIES / RESPONSIBILITIES:
Posting of cash book , cash matching, reconciliation of retrocessionaires’ accounts , preparing periodic reports on Regional operations / the
Headquarters and reconciling general ledger accounts..
B. DETAILED DUTIES/RESPONSIBILITIES
-  Reconciliation of retrocessionaires’ accounts.
-  General correspondence and maintenance of retrocessionaires’ files
-  Inter office reconciliation for all locations
-  Cash matching of receipts & payments with reinsurance debtors.
-  Collection of overdue reinsurance balances.
-  Preparing periodic reports for regional management and to the headquarters
C. KEY PERFORMANCE INDICATORS
-  Accurate and timely rendition of periodic reports
-  Prompt reconciliation of bank accounts within approved deadlines
-  Regular resolution of all outstanding inter office accounts
-  Good quality of work, minimum errors and handle details efficiently
D. TECHNICAL COMPETENCIES
-  Basic knowledge of the accounting cycle, financial statement presentation using standards (IFRS, GAAP, SAM), disclosure requirements & ethics and
professional & accounting ethics.
-  Basic knowledge of financial performance evaluation techniques, profit analysis & margins, cost accounting & management techniques and
management control & decision making support.
-  Basic usage of word processing, spread sheets and presentation packages. Intermediate usage of accounting, auditing and financial applications (In
Housed Developed Applications and other third party applications).
E. MINIMUM QUALIFICATIONS AND EXPERIENCE:
Applicants should hold:
-  First degree ( or equivalent)
-  3 Years of experience of which 2 years are relevant work experience
-  Membership of relevant professional bodies would be an added advantage
-  Additional professional qualifications in accounting would be an added advantage.
-  Bilingualism (English/French) would be an added advantage.
-  Experience in the Reinsurance /Insurance industry would be an added advantage
